Discounts On Single Items#26

Most of the time promotions are run on specific items so we need the ability to add discounts to an item rather than the entire cart. These should be able to be added as necessary by $ or % on any item at anytime.

Also, if we could add the cart discount prior to payment that would be greatly appreciated as well.
